Virginia Gov. Glenn Youngkin has affixed his signature to an executive order (EO) mandating measures to ensure election integrity in the Old Dominion ahead of the November elections.
The EO Youngkin signed on Aug. 7 sought to enforce the use of paper ballots and tracing possession of ballots during early voting. It also mandates the counter-checking of number of ballots cast with the number of voters who have checked in and the number of ballots sent to voters.
Moreover, the EO also calls for absentee ballots to be requested before being mailed to voters. Absentee ballots mailed back will be rejected unless the voter gives the last four digits of their Social Security number and birth year.
Since 2017, Virginia has used paper ballots – a move that coincided with the progressive removal of touchscreen voting machines there. To expedite vote counting, the Old Dominion particularly uses ballot-counting machines that aren’t connected to the internet. These machines are tested before elections.
Youngkin defended the EO he signed in a statement, arguing that the issue of election integrity isn’t partisan and that elections should be held fairly. (Related: Gov. Glenn Youngkin vetoes 30 firearms and gun control-related bills that would “punish” law abiding citizens in Virginia.)
“This isn’t a Democrat or Republican issue, it’s an American and Virginian issue,” the GOP governor said. “Every legal vote deserves to be counted without being watered down by illegal votes or inaccurate machines. In Virginia, we don’t play games and our model for election security is working.”
Virginia Department of Elections (ELECT) spokeswoman Andrea Gaines assured voters they can be confident that election results in the state are correct, in response to Youngkin’s EO. She also stressed that ballots are counted compliant with state and federal law.
“Our election officials receive extensive training in elections. Some of their responsibilities include overseeing the security and custody of ballots and ensuring that election results are checked multiple times before the results are certified,” Gaines said.
Aside from these, Youngkin also ordered the state to update its voter rolls. Under this order, the Old Dominion will add or remove people based on whether they are permitted to vote in the state. Voters who are deceased and those unable to prove their residency will be deleted, and illegal aliens will be prohibited from casting a ballot.
The governor also ordered the Virginia Department of Motor Vehicles to “expedite the inter-agency data sharing with ELECT of noncitizens by generating a daily file of all noncitizens transactions, including addresses and document numbers.”
Under the scheme, ELECT matches a list of noncitizens with a list of those registered to vote. Those present in both get erased from the voter rolls.
Virginia Attorney General Jason Miyares said 6,303 illegals and nearly 80,000 deceased voters have been removed from the state’s voter rolls during Youngkin’s tenure. His office added that safeguards are in place to make sure that there are no errors with the more than 6,000 illegal aliens struck off the rolls. Last October, Youngkin’s election team erroneously removed 3,400 legal voters from the rolls before the state’s 2023 election.
Chloe Smith, a spokesperson for Miyares, said “non-citizen” is defined as a “living individual who does not have citizenship in the United States.” She continued that anyone on the state’s voter rolls identified as a non-citizen have 14 days to confirm that they are indeed bona fide U.S. citizens.
“If someone arrives the day of wanting to vote and they want to register, they are allowed to cast a provisional ballot. Then that ballot is taken off to the side, then the process starts to confirm whether that person’s ballot should be counted or not. This is a very transparent process,” Youngkin said.
